The BoTBoard of Trade report refers to the "new gravel siding (Kellett's)" at Foley Park. There is no mention of Kellet in the Bennett’s Business Directory of 1905 (with thanks to Patrick for finding and posting on the SVRSevern Valley Railway-Online forum). The ownership of the gravel pit remains unknown. --Robin (talk) 11:21, 5 May 2021 (UTC)

A long shot. One Abram Kellett of Ealing was active in the area in 1904 in connection with Elan Valley works [1]--Patrick Hearn (talk) 16:50, 5 May 2021 (UTC)
It's certainly possible. Frankley Reservoir is at the end of the Elan Valley pipeline, which caused the siding to be built at Folly Point a couple of years before, and it was the sort of project which might have paid for a siding to be provided at Kidderminster too. The surprising thing to me is the relatively small size of the pit and the limited area it is in, allied to the fact that there is no real evidence of it today. --Robin (talk) 15:41, 6 May 2021 (UTC)
