I've exported https://en.wikipedia.org/wiki/Template:As_of from Wikipedia and imported it to here and finally got it more or less working. After several practice attempts by putting "As of" dates in my profile, I eventually realised it only works on articles, not profiles.
You'll need to go to Preferences > Appearance > Show hidden categories, to see the link at the bottom of each page.
It's still not quite right; it doesn't automatically create a category for each date, so "Articles containing potentially dated statements from 2015" for example and "Articles with invalid date parameter in template" both show in red until manually created, then the dated one turns blue and the invalid one disappears.
Categories are listed here alphabetically, not by date. I Exported/Imported the Navbox template, but it doesn't work.--Graham Phillips 110 (talk) 17:25, 29 December 2015 (UTC)

Still experimenting. By creating a category for each month or year, then adding it to this category, those categories then get listed here. They're still in alphabetical order, not date order, but it makes it easier to see the oldest ones. --Graham Phillips 110 (talk) 18:07, 29 December 2015 (UTC)

Well done on getting it as far as you have done! Suggestion, I think if we include the magic word HIDDENCAT (with leading and training double underscore) in the various category pages for potentially dated items, they won't show up to users browsing normally, but can be accessed via Special Pages, Hidden Categories when we need to review them.--Robin (talk) 18:40, 29 December 2015 (UTC)

Just tried the HIDDENCAT on the main category and that works, so it just needs adding to all the subcategories now.
One problem I've found is that if you update all the articles in a monthly category and then delete the redundant category, it still shows up as a blue link on the "All articles" category page. Refreshing the page doesn't remove it, you need to click on "View history" then change "action=history" in the address bar to "action=purge". --Graham Phillips 110 (talk) 19:18, 29 December 2015 (UTC)

On second thoughts, there should be no need to delete the entire monthly category page, it only needs the link to this category deleting. --Graham Phillips 110 (talk) 19:24, 29 December 2015 (UTC)

I've started changing some of the dates to just 2016 as there's about 20 articles listed under the current month and many of them are long term projects with little change month to month. --Graham Phillips 110 (talk) 23:29, 4 January 2016 (UTC)
